Notice from the National Engineering Research Center of Rail Transit Operation Control System on Collecting Proposals for the 2025 China State Railway Group Laboratory Basic Research Project Application Guidelines

To fully leverage the innovative platform role of the National Engineering Research Center of Rail Transit Operation Control System (hereinafter referred to as “the Engineering Center”), continuously promote applied basic research in railways, innovative talent training, and the enhancement of laboratory innovation capabilities, and in accordance with relevant notice requirements from China State Railway Group Co., Ltd. (hereinafter referred to as “China Railway”), the Engineering Center is organizing the collection of proposed guidelines for self-developed and open laboratory basic research projects to be carried out under its auspices in 2025.
- Introduction to the National Engineering Research Center of Rail Transit Operation Control System
The National Engineering Research Center of Rail Transit Operation Control System is a scientific and technological innovation platform approved by the National Development and Reform Commission and supervised by China State Railway Group Co., Ltd. It is an important component of the national innovation system. Focusing on the strategic goal of building a “transportation powerhouse,” the Center targets the technical and industrial characteristics of rail transit operation control systems. It conducts research in four core directions — train control, precise positioning, reliable transmission, and RAMS (Reliability, Availability, Maintainability, and Safety) design and verification — to formulate standards, tackle core technologies, accelerate industrialization, and lead technological progress in rail transit train control systems for high-speed rail, heavy-haul railways, urban rail transit, maglev, and other modes.
II. Introduction to China Railway Laboratory Basic Research Projects
China Railway Laboratory Basic Research Projects (hereinafter “Laboratory Projects”) are projects established by China Railway within its Science and Technology Research and Development Plan specifically for various national-level experimental platforms under China Railway. Laboratory Projects are managed under China Railway’s Science and Technology Research and Development Plan, with the host institution of the laboratory (in this document, the host institution of the Engineering Center, hereinafter the same) responsible for organizing project applications.Laboratory Projects focus on national strategic deployments, major needs of China Railway, and cutting-edge directions in global railway technology. They fully utilize existing laboratory equipment and resources to conduct basic theoretical and forward-looking technical research in the railway field.
Laboratory Projects are divided into two categories: self-developed projects and open projects. Self-developed projects are primarily led by teams and personnel from the laboratory’s host institution. Open projects are primarily led by units and personnel outside the host institution, and cooperation with the host institution on applied basic theory and forward-looking technology research in railway-related fields is encouraged. The research direction and content of Laboratory Projects must align with the development plan and positioning of the supporting laboratory.
The project undertaking unit and project leader shall meet the following basic conditions:
The project leader shall have a senior professional title or hold a doctoral degree and possess relevant theoretical and technical research foundation or work experience.
For self-developed projects, the lead undertaking unit must be the laboratory’s host institution, and the project leader must have an employment contract with the host institution or actually engage in related research work within the laboratory.
For open projects, the lead undertaking unit must be an independent legal entity with corresponding research foundation and good research performance. The laboratory’s host institution is encouraged to participate as a cooperating unit.
- Guideline Collection Process and Deadline for the Engineering Center
1. Guideline collection process
The National Engineering Research Center of Rail Transit Operation Control System plans to establish no more than 1 self-developed project and no more than 2 open projects for the 2025 China Railway Laboratory Basic Research Projects. China Railway funding shall not exceed 900,000 RMB per self-developed project and 800,000 RMB per open project; project undertaking units are encouraged to provide matching funds.Proposals for self-developed and open project guidelines are now openly solicited. Interested parties may submit suggested guidelines to the contact person’s email (see below) within the valid period. Guideline content should include, but is not limited to: project title, research content, expected objectives, and research duration (typically 2–3 years). Proposed guidelines must meet the basic requirements of Laboratory Projects and align with the Engineering Center’s research directions and development needs.
After the collection period, the Engineering Center will organize experts to review the proposed guidelines, then officially publish the finalized guidelines and organize subsequent project applications.
